Our local Council intends to invite tenders to lease a former Carnegie Library (Grade II Listed) on a 24 year full repairing lease. As a community group and registered charity we had tried to negotiate to acquire the building and operate a community library in partnership with the Council, but to no avail. If we are minded to tender to rent the building from the Council and to reinstate the building to its former glory, my understanding is that grant-giving bodies are reluctant to fund repair and maintenance works, especially where brought about due to Council neglect. Also a 24 year lease would be unacceptable for any major grant funders (capital or revenue). Does anyone have any observations. Finally, we are not in an area of deprivation.
